Challenge:To provide communication and legislative strategy assistance for this one-of-a-kind small business technology assistance program established as a unique outreach of Los Alamos National Laboratory and Sandia National Laboratories. The program, called the New Mexico Small Business Assistance (NMSBA) program, is measured by the assistance provided by the labs to small businesses throughout New Mexico. Our challenge was to find a way to report the positive impacts to elected and community leaders.
Approach: The Garrity Group helps to develop annual legislative and stakeholder communication strategies which include:
- Annual report required by statute
- Individual legislator written report by district
- Interim committee coaching for businesses
- Communication tactics during the legislative session
- Email and phone tree development to provide information from participants to legislators
In addition, The Garrity Group facilitates the NMSBA advisory council quarterly meetings. This tasking includes regular communication with the 23 members from throughout the state. The Garrity Group works from an advisory committee communication plan developed to ensure all members are kept informed and are fully engaged in the program’s strategies.
Results:During this interim, the NMSBA program has been acknowledged by legislators and staff as one of the few tax incentive initiatives that has collected success and impact data. This program is acknowledged as a state model. Part of this program’s success has been the communication the NMSBA has had with legislators and regulators.
